Children’s Service Society of Utah (CSS) is Utah’s oldest non-denominational child welfare agency, with a legacy of supporting our community for over 140 years.

If you believe a licensed adoption agency in Utah has violated the law or engaged in misconduct, you have the right to file a complaint with the Utah Office of Licensing.

The Office of Licensing investigates concerns related to rule violations, unlicensed programs, and staff misconduct. Complaints are generally confidential, and anonymous reports are accepted (though anonymous complaints may limit the scope of the investigation.) Complaints are typically investigated within 10 business days of receipt.
